Creating your account
You can create a Leicestershire Services Portal account for Blue Badge by using the following steps:
- Enter your email address - this must be a valid email address that you'll use to log in and receive notifications.
- Enter your first and last name.
- Choose a strong password to keep your account safe.
- Agree to our privacy policy - before creating an account, please read and agree to our data protection and privacy policy.
On the next page:
- Enter your phone number - this will allow us to contact you, and you'll need it to log in with Multi-Factor Authentication.
- Enter your postcode and find your address.
- Press 'Continue' to finalise your registration - you'll receive a verification email with a link to click on to activate your account.
Tips:
- If you don’t receive the activation email, check your spam folder.
- Make sure your email address and phone number are correct and up to date.
- Keep your password secure and don’t share it with others.

Logging in
Multi-Factor Authentication (MFA)
We use MFA to add an extra layer of security:
- Log in as usual - enter your username and password.
- Choose how you want to receive your one-time security code (by email, phone call, or SMS).
- Enter the code - type it into the box on the screen to complete your login.
Tips:
- Make sure you have access to your phone or email when logging in.
- The code is only valid for 30 seconds, so enter it as soon as you receive it.
Updating your personal details
Update your information at any time by logging into your Leicestershire Services Portal account:
- Click on 'Menu' at the top-right and then choose 'My Account'.
- Click on 'Edit your profile', amend your details, and press 'Continue' to save your changes.
Frequently asked questions
What if I don’t receive the SMS code?
First, check that your phone has a signal. If you still don’t get the code, try the following:
- Wait a minute or two as delivery may take a bit longer.
- Check that your phone number is correct in your account settings (you may need to choose email verification to do this).
- Try choosing a different method, like a phone call or email.
What if I don't get the phone call with my code?
Double-check that your phone number is correct in your account settings (you may need to choose email verification to do this).
Make sure your phone is not in 'Do Not Disturb' mode and has a strong signal.
If you don’t receive the call, try choosing SMS or email instead.
What if I don’t receive the email code?
Check your spam / junk email folders. Also, ensure that you are checking the right email account associated with your login.
If the email still doesn’t appear, try using SMS or a phone call instead.
What if the code I received isn’t working?
Ensure you’re entering the code exactly as shown (without any spaces). Also, remember that the code is only valid for 30 seconds, so if you waited too long, please request a new code.
If it still doesn’t work, try another delivery method (SMS, phone call, or email).
Can I use the same code again?
No, each code is unique, and you can only use it once. If you need to log in again, please request a new code.
Can I turn off MFA?
MFA is an important security feature designed to protect your account. For your safety, you cannot disable it.
Do I have to enter a new code every time I log in?
Yes, this is for your data security.
What if I have changed my phone number?
If you’ve changed your phone number, you can still log in using email MFA:
- Choose to receive your security code via email.
- After logging in, go to your account settings.
- Update your phone number to your new one.
Once updated, you’ll be able to receive MFA codes via your new phone number in the future.

Making a payment
We'll contact you by email / post / text if we require you to pay for a service.
To make a payment, please log into your account and you will see a message saying: 'Your payment is due... Click here to view or pay'. Click on the link to see the payment it is referring to. To proceed, please click 'Pay now' and follow the instructions to enter your payment details.
