The Definitive Map and Statement and changes to the Rights of Way Network

Leicestershire County Council is required to maintain a definitive map and statement of public rights of way. This is the legal record of public rights of way in Leicestershire.

Only the Definitive Map provides current, conclusive evidence of the existence of a right of way. However, paths not shown on the Definitive Map may also carry public rights.

Viewing a copy of the Definitive Map

Printed copies of the Definitive Map can be viewed by appointment at County Hall, Glenfield.

Changes to the Rights of Way Network

Applying for a Public Path Order

If you wish to apply to the county council to make a public path order extinguishing or diverting a public right of way you may use the following form:

However, before making an application it is advisable to discuss your proposal with a rights of way officer first, so that you can be given advice about the viability or otherwise of your application. Altering the Definitive Map

It is the duty of the county council to make sure the Definitive Map reflects reality by modifying it to remove discrepancies between the rights that exist and those that are recorded.

Leicestershire County Council must make and confirm a definitive map modification order which must be supported by suitable legal evidence, before a change can be made to the Definitive Map. Contact the Sustainable Travel team for more information about how to:

  • add or change a public right of way by agreement or by order
  • add, remove or change a public right of way based on evidence

Legal and business use of the Definitive Map

For statutory or formal purposes (e.g. planning applications), only the master Definitive Map should be used to accurately confirm the location and status of public rights of way.

Buying an extract from the Definitive Map

Buying a Definitive Map extract automatically includes a search for rights of way matters relating to the property, including any outstanding cases. Please make your initial enquiry to:
