Petitions

If you live, work or study in Leicestershire and/or receive a service provided by Leicestershire County Council you can submit a petition and we'll consider the matter.

Submit a petition

Creating an e-petition allows you to collect signatures online and makes information about your petition available to a potentially much wider audience than a traditional paper-based petition.

Submit a petition online

If you're not able to use the online form and wish to submit a paper based petition, please send this to:

Head of Democratic Services
Chief Executive’s Department
County Hall, Glenfield
Leicestershire
LE3 8RA

On receipt, we'll acknowledge your petition within 10 working days and advise on what happens next. If we can do what your petition asks for, the acknowledgement may confirm that we’ve taken the action requested and the petition will be closed. If this is not possible, then the response will depend on what a petition asks for and how many people have signed it:

  • Petitions relating to an issue in a single electoral division will be responded to by the Service Director, following consultation with the Cabinet Lead Member and Local Member.
  • Petitions with more than 1,000 signatures and affecting two or more electoral divisions can be considered by the relevant overview and scrutiny committee or other relevant body (not including the Cabinet or full council unless they relate to a matter that is on the agenda for a meeting or have gathered over 10,000 signatures which will trigger a debate at full council).

Your petition should be:

  • Clear and concise – setting out the issue you are concerned about and what action you would like the council to take.
  • Relevant to a matter over which the council has authority or which otherwise affects the county or relate to a service provided by the NHS in Leicestershire.
  • Include your contact details as the ‘lead petitioner’ so we can communicate with you on behalf of all the people supporting your petition.
  • Include the name and address of each signatory and email address if it is an e-petition.

At the meeting

  • The lead petitioner or county councillor will be asked to read the wording of the petition and state the number of people who have signed the petition.
  • The Chairman of the meeting may invite the lead petitioner to explain the background of the issue where they think it would be helpful
  • Councillors will then discuss the issues raised and they may come to a decision there and then, ask the relevant Chief Officer to respond in writing, or refer the petition to another body, or to the Chief Officer requesting a report back to a future meeting.  Please note, the lead petitioner cannot join in the debate at the meeting.

For further guidance please see the Council Petitions scheme within Part 10 of the Constitution.
