Resetting the SEND Finance System in Leicestershire

The council's proposal

Leicestershire County Council is consulting all maintained schools and academies on the creation of a SEND Investment Fund to deliver targeted activities within mainstream maintained schools and academies to meet the needs of, and improve outcomes for, children and young people with Social Emotional and Mental Health Needs (SEMH).

It is proposed that a transfer of funding of 0.5% from the Schools Block to the High Needs Block of the Dedicated Schools Grant will provide the funding to establish the SEND Investment Fund for 2025/26 and then annually subject to the necessary approvals from the Schools Forum and the requirements set by the Department for Education.

The consultation provides the rationale behind the proposals and an illustration of the financial impact at individual school level.
