Site monitoring

Regulations and responsibilities

Under the regulations (Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) (Amendment) Regulations 2023) and the 2006 guidance which is still extant, Leicestershire County Council’s monitoring of Minerals and Waste sites can be charged for or 'additional'. 

Monitoring also allows us to carry out responsibilities under Article 34 (Inspections and Records) of the Waste Framework Directive (2008 / 98 / EC) and Regulation 19(2) of the Waste (England and Wales) Regulations 2011 on waste establishments and under the NPPF for safeguarding existing, planned and future potential sites for concrete batching plants and railheads in order to facilitate the sustainable use of minerals.

Cost

The regulations provide for up to 8 monitoring visits in any 12-month period for active sites (referred to as the charging period) at a cost of £496. Additional visits can be made but not charged for.

For inactive sites, a reduced fee of £165 is payable for one monitoring visit a year.
