Draft Local Transport Plan (LTP4)

We would like to hear your views on the Local Transport Plan (LTP4).

 

This consultation runs from Monday 12 August 2024 to Monday 23 September 2024

Local transport plans

The Local Transport Plan (LTP) is a statutory requirement of the Local Transport Act 2008. It is a key tool for delivering integrated transport at a local level.

The LTP contributes towards achieving the council's economic, environmental and social objectives. This is done by planning for infrastructure and initiatives to help people and goods travel around.

Moving from LTP3 to LTP4

Leicestershire’s LTP3 is coming to an end in 2026, and will no longer be in line with national planning, transport, or environmental policy.

LTP4 will allow the council to identify how they will deliver transport solutions and innovation. This will aim to:

  • improve local communities’ health and wellbeing
  • promote economic growth and prosperity
  • continue protecting the environment.

The council's proposal

Leicestershire County Council plan to develop the LTP4 set out in the draft LTP4 Core Document alongside all residents, businesses, organisations, and key stakeholders

We would like to hear your views on: 

  • the council’s vision for transport
  • themes, challenges, and policies outlined in the LTP4 Core Document
  • the proposed action plan for developing LTP4 in three phases.

Supporting those affected by the proposal

The LTP4 affects everyone.

The council’s Environment and Transport teams will provide more opportunities for further discussion during phase 2. This is set out in the:

There will be a particular focus on developing a series of strategies and locally focused transport solutions including:

  • the programme for delivery
  • implementation through Multi Modal Area Investment Plans (MMAIPs).

A Strategic Environmental Assessment (SEA) is a legal requirement set out in the Environmental Assessment of Plans and Programmes Regulations 2024.  Our published summary below explains the process of this assessment and the potential environmental impact of the proposed Local Transport Plan 4 Core Document upon the County now and in the future. This information has been used to adapt the document for the public consultation.
