What is neighbourhood planning

Neighbourhood planning gives local people direct powers to shape how their local area develops and grows and to get the right development for their community.

Local communities can use neighbourhood planning to:

  • set planning policies through a neighbourhood plan
  • grant planning permission through neighbourhood development orders and community right to build orders
 

Neighbourhood planning is not a legal requirement but a right which communities in England can choose to use. Communities may decide they can achieve the outcomes they want to see through other planning routes.

Leicestershire County Council is a statutory consultee for all Neighbourhood Plan consultations. Any consultations should be forwarded to neighbourhoodplanning@leics.gov.uk or posted to:

Local parish or town councils take the lead on neighbourhood planning. In areas that don’t have a parish or town council, new neighbourhood forums will take the lead.

Neighbourhood plans and orders are put to a community vote and will only be approved if more than 50% of the vote is in favour of the plan or order.

This ensures that the community has the final say on whether a neighbourhood plan or order comes into force.

People living in the neighbourhood who are registered to vote in local elections will be entitled to vote.

Anyone involved in Neighbourhood planning is welcome to join the Leicestershire Neighbourhood Planning Network. There are 2 networking events held each year.
